Form Factor and Rasperry PoE HAT compatibility

Does this board have the same form factor as the raspberry pi 4b? And is it compatible with the Official PoE HAT along with the same mounting screws as the 4b? I see it has the pins but im just unsure

@Wario Except that the miniDP port is different from the micro HDMI of raspberry pi4b, the others are the same, including PoE
